SPAM ((SimPeg Agricultural Mod) and I-RM (Industrial Revolution Mod) are both great as well for the former overhauling the farming industry (which farming doesn't work well late game in vanilla SimCity 4) and the latter making industry even better. It overalls the traffic system, adds a lot of new roads/freeways and makes a huge change and a much better change to the game. NAM (Network Addon Mod) especially is a 100% required mod. You will be amazed by what the mods do to make a much better game! I highly recommend checking those mods out. For those that still play SimCity 4, since its pretty much still the to-go-to for city builders.
